Residents frustrated, disgusted by promoter

 The residents of Orange Grove off Savannah Drive, Tacarigua, are extremely frustrated and disgusted about an untenable situation which has existed within our community for the past fifteen years. Our residents purchased properties in this forty-five year old development, looking forward to peaceful and quiet community living. Many of the residents living in Orange Grove are the original owners, people who purchased their homes in the late 1960’s. More than 50 per cent of our residents are over sixty years of age. 

Over the past fifteen years, our residents, particularly those who live in close proximity to the property popularly known as the Star House, have had ongoing challenges with its use for commercial ventures. By “commercial ventures” we mean public events hosted either by the owners of the Star House (Star House Promotions) or people to whom they rent their home. The events include fetes, “Sweet Sixteen” parties, weddings, Christmas dinners and Carnival band launches. 

By way of history, almost since the construction of the Star House in the mid-1990’s, public events have been regularly hosted on its premises. At present, events are hosted at least every weekend; sometimes two or three times over the course of a weekend. Residents are now regularly subjected to the severe inconvenience of public events being hosted at the Star House with unbearable noise levels, serious inconvenience and disruption to those in its immediate vicinity. 

Our issues include: 

Rowdy patrons who pose a nuisance as well as a serious security threat to residents. During and after the parties they shout, curse, urinate on our lawns and fences, litter the roadways and our yards, play loud music in their vehicles, “rev” their vehicles, speed up and down the streets in the early hours of the morning and fight. Police records will show that residents and patrons, have suffered from incidences of trespass and theft after events at the Star House; 

Indiscriminate parking, which prevents neighbours from accessing their homes and could hamper an elderly resident living close to the Star House, from leaving his/her home in case of an emergency; 

Disruption of our sleep and night rest by the unbearable noise levels; 

Apparent breach of the Noise Pollution Rules as no variations are sought for these events; 

Apparent breach of the laws requiring bar and dancehall licences for the hosting of public events. As far as we can see, police presence at these events is the exception rather than the norm. 

The residents of Orange Grove are not unreasonable and we expect that residents will entertain from time to time. 

However, the ongoing use of a residence for commercial ventures, causing a serious nuisance, is unacceptable. The quality of our lives is being adversely affected. Over the years, we have approached the Magistrate’s Court, the Environmental Authority, the Regional Corporation and the Police with our complaints. Unfortunately, our calls for intervention have gone unheeded. An entire community is being impacted by the owners of one house, and we appear to be powerless. 

For a community which has, over the years, been home to various Ministers of Government, we would have expected greater interest and attention by the Police and other relevant authorities. Unfortunately, this has not materialised. We hope that the energies that are being saved by not assisting the Orange Grove residents are being productively spent catching the “real” criminals and curbing our spiraling crime levels. Otherwise, our suffering is all in vain.
